Request for S/M/W/Section 3 Contractors/Subcontractors – Harris County Contracts

Binkley & Barfield, Inc. requests qualifications from Small Businesses (SBE), Minority-owned Businesses (MBE), Women-owned Business (WBE), and Section 3 Business (Section3BE) which will lead to the possible award of separate contracts for Harris County:

  1. Job No. 18/0388 – Design Services for the Development and Implementation of Various Hurricane Recovery Water and Wastewater Infrastructure Improvement Projects, Drainage Infrastructure Improvement Projects and Road and Bridge Infrastructure Improvement Projects for Harris County
    • The specifications of services shall, at the sole discretion of Harris County, also include but in no way be limited to, any and all of the following:
      • Design Services – Drainage Infrastructure Improvements
        • Perform preliminary engineering services, design services, and construction phase services for Drainage Infrastructure Improvement projects.
        • Coordinate, prepare, conduct and verify topographic and Subsurface Utility Engineering (SUE) surveys.
        • Identify utility conflicts and assist in coordinating utility relocation.
        • Review for Federal and State environmental requirements and complete necessary environmental documents.
        • Conduct geotechnical analysis and provide necessary report(s).
        • Conduct Hydraulic and Hydrology analysis and provide drainage solutions for designated projects.
        • Conduct Traffic Studies and prepare construction traffic control plans. Preform structural design and prepare construction plans.
        • Provide boundary surveys and metes and bounds descriptions for property acquisition.
        • Provide landscape design and associated plans.
        • Prepare construction cost estimates.
        • Prepare documents for project advertisement and bidding. Assist with contract award for construction contractors.
      • Design Services – Drainage Infrastructure Improvements
        • Perform preliminary engineering, design services, and construction phase services for Water/Wastewater Infrastructure Improvement projects.
        • Layout and design of identified lift stations and package plants.
        • Design of water distribution and trunk lines.
        • Design of wastewater collection and trunk lines.
        • Design of force mains.
        • Decommissioning of existing lift stations and package plants.
        • Coordinate, prepare, conduct and verify topographic and Subsurface Utility Engineering (SUE) surveys.
        • Identify utility conflicts and assist in coordinating utility relocations.
        • Review for Federal and State environmental requirements and complete necessary environmental documents.
        • Conduct geotechnical analysis and provide necessary report(s).
        • Perform structural design and prepare construction plans.
        • Provide boundary surveys and metes and bounds descriptions for property acquisition.
        • Provide landscape design and associated plans.
        • Prepare construction cost estimates.
        • Prepare documents for project advertisement and bidding. Assist with contract award for construction contractors.
      • Design Services – Drainage Infrastructure Improvements
        • Perform preliminary engineering, design services, and construction phase services for Road and Bridge construction projects.
        • Coordinate, prepare, conduct and verify topographic and Subsurface Utility Engineering (SUE) surveys.
        • Develop and present road and bridge alignment options.
        • Identify utility conflicts and assist in coordinating utility relocations.
        • Review Federal and State environmental requirements and complete necessary environmental documents.
        • Conduct geotechnical analysis and provide necessary report(s).
        • Conduct hydraulic and hydrology analysis and provide drainage component to the road and bridge design for designated projects.
        • Conduct Traffic Studies and prepare construction traffic control plans.
        • Perform structural design and prepare construction plans as required.
        • Provide boundary surveys and metes and bound description for property acquisition.
        • Provide landscape design and associated plans.
        • Prepare construction cost estimates.
        • Prepare documents for project advertisement and bidding. Assist with contract award for construction contractors.

The above-mentioned RFQ define S/M/W/Section 3 businesses as followed:

  • Small business: Harris County uses the definition used by the Small Business Administration (SBA). Therefore, the Small Business Act states that a small business concern is “one that is independently owned and operated, and which is not dominant in its field or operation.” The law also states that in determining what constitutes a small business, the definition will vary from industry to industry to reflect industry differences accurately. SBA’s Small Business Size Regulations implement the Small Business Act’s mandate to SBA. SBA has also established a table of size standards, matched to North American Industry Classification System (NAICS) industries. For additional information please visit the http://www.sba.gov/.
  • Minority or women-owned business: For the purposes of these requirements, a minority business enterprise represents a firm owned and controlled by one or more minorities or women (51% or more), and meet the following criteria:
    • Minority groups members who are Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, Asian-Indian Americans and any other minorities or individuals found to be disadvantaged by the Small Business Administration (SBA);
    • Must be an independent business;
    • Ownership and control by minorities or women shall be real, substantial, and continuing and shall go beyond proforma ownership of the term as reflected in its ownership documents; and Must be a small business as defined by SBA.
  • Section 3 business interests: A Section 3 business interest is a business that meets the following criteria:
    • The business is 51% or more owned by Section 3 residents; or
    • Whose permanent, full-time workforce includes persons, at least 30% of whom are currently qualified Section 3 residents, or within three (3) years of the date of first employment with the business were Section 3 residents; or
    • Commits to subcontractor in excess of 25% of its total subcontracting to Section 3 companies.
  • Section 3 resident: A Section 3 resident is a person that meets the income eligibility guidelines for low and very low income as published by the U.S Government. See Table 4 below for the Median Family Income Limits.
